Executive Team

David C. Vaccaro, President.

David is an attorney and directs the day-to-day operations of LIEBG. He graduated from Villanova Law School in 2000, where he was a member of the Villanova Law Review. Prior to joining LIEBG, David worked as an associate in the litigation department of O’Melveny & Myers in New York, and then as an associate in the investment management group of Drinker Biddle & Reath in Philadelphia.

William J. Clemans, Chief Actuary.

Will earned his B.S. degree in Mathematics from Dowling College in 1998 then immediately began his career at Schloss & Company as a Pension Assistant. He is now an Enrolled Actuary licensed by the Joint Board of the U.S. Department of Treasury, Department of Labor. Throughout his career he has been responsible for plan design, actuarial and annual valuations for all types of qualified retirement plans, annual plan filings and all other day-to-day consulting. He joined LIEBG as an Enrolled Actuary in January 2008 and is responsible for a variety of financial/compliance issues and actuarial valuations and certifications.

Judy A. Lynch, QPA, Vice President of Consulting Services.

Judy has over 30 years of extensive experience in the actuarial and employee benefits consulting field. In 1981, Judy started her career at ADP Pension Services in Houston, Texas as Plan Manager and continued her pension career at a number of Actuarial Consulting firms in New York. In the last 13 year, at Economic Group Pension Services, Judy worked closely with Financial Advisors, CPA’s and Attorneys in retirement plan design and plan implementation. Judy also serves on the board as a Treasurer of the ASPPA Benefit Council of NY and as a committee member of the Executive Women’s Golf Association.

Jennifer Brindisi, QKA, QPA, Vice President of Operations.

Jennifer is a Qualified Pension Administrator and manages the operations of LIEBG’s retirement plan practice. She graduated from Hofstra University in 1999 earning a B.S. in Mathematics and began her career with Associated Pension Consultants, Inc. that same year.  Jennifer joined LIEBG in 2005 as a Senior Analyst and has been involved in all aspects of the administration and consultation of retirement plans, including plan design, drafting of plan documents, implementation of new business, annual valuations and nondiscrimination testing, annual plan filings, and compliance resolution. Jennifer earned her designations as a Qualified 401(k) Administrator (QKA) in 2011 and as a Qualified Pension Administrator (QPA) in 2014.  She is a current member of both ASPPA and NIPA.

Gerald Rudnet, Vice President of Benefits Consulting.

Gerry is the Vice President of Benefits Consulting for LIEBG, and has worked with LIEBG for over twenty years servicing not-for-profit clients and their employee benefit programs. Gerry’s expertise includes all aspects of non-profits operations, as well as financial negotiations with all health insurance providers at the highest levels, claims advocacy, cost containment issues, and renewal analysis. Gerry worked with UCP Nassau County for over 16 years in various management positions, including Executive Director.

Harvey S. Brown, Vice President of Compliance.

Harvey is an attorney with over 30 years of experience dealing with every facet of retirement and benefit plans. He graduated from Brooklyn Law School in 1974 and has a Master of Laws in Taxation from New York University. For over 22 years, Harvey served on the management team of Cowan Financial Group, owned and operated its pension company and served as a trainer for Mass Mutual Financial Group. In addition to investments and insurance, he provides counsel in plan design, drafting, administration, amendments and terminations. The merger of his practice into LIEBG in 2011 provides further depth in providing consulting and administrative services for our clients.
